Dear Chancellor,
We see the harsh reality of the cost of living crisis on our residents first hand. For many, they are struggling to get by on a low income. For others, a one off financial shock, such as losing their job, their washing machine breaking or a period of sudden illness that can easily snowball into a financial crisis. All of this can mean a sudden and unforeseen unpaid bill. And unfortunately, with so many people living on a knife’s edge, they will not have savings to fall back on.
Financial crisis can produce situations that quickly spiral into catastrophic, long-term consequences. It is not uncommon for people to lose their home or become unwell due to stress. Not only is a system of emergency support needed to prevent the damaging effects experienced at an individual level, but also to prevent the longer-term public spending costs that are a consequence of living in poverty. In a study cited by the National Audit Office, an investment of £0.5million into Local Welfare Assistance generated £9.7million in savings to other public services
With nowhere left to turn, Local Welfare Assistance is a vital lifeline for hardworking families, who find themselves in temporary distress.
It is imperative that we have an efficient, well-recognised, and adequately funded system of Local Welfare Assistance to ensure families can weather these storms.
This is why we are calling on you to support the recommendations from The Children’s Society, to invest in and strengthen the Household Support Fund by:
- A three-year commitment of funding from the UK Government, starting in 2024 to local authorities in England, and devolved administrations of at least £1 billion per year for a permanent Household Support Fund.
- All eligible English local authorities are required to provide a Household Support Fund branded scheme open locally to anyone in a financial crisis and provide basic monitoring information as a minimum.
- An additional 5% funding provided to each local authority to administer their schemes and ensure there is effective local co-ordination to bring together partners and preventive services, and provide capacity to monitor outcomes and impact.
- Families being protected from financial insecurity through an adequately funded social security system and good wages that always allow them to afford the essentials.
We hope you will support us to invest in local welfare, through the Household Support Fund to allow us to best support our residents during these difficult financial times.
